1、1南京工程学院高层次人才引进工作实施办法(修订)Implementation Measures of Nanjing Institute of Technologys High Level Talent Introduction Work (Revision)1、基本原则I. Basic Principles(1(科学规划、按需引进。高层次人才引进必须与学校的发展目标相一致,既要充分考虑教学科研工作的需要,又要有利于促进学科专业建设与发展,有利于人才队伍的优化和整体水平的提升,有利于团队建设和人才培养,有利于教学科研水平的提高。(1) Scientific planning and on-de

2、mand introduction. High-level talent introduction must be consistent with the universitys development goals. It must not only fully consider demand of teaching and research work, but also be beneficial to accelerate professional construction and development of disciplines, talent teams optimization

3、and promotion of overall level, team construction and talent cultivation and improvement of teaching and scientific research level. (二)突出重点、统筹兼顾。重点引进重点建设学科、发展前景较好的新兴学科和学校优势学科急需的高水平大学的博士研究生、学术带头人和学术领军人才,同时统筹考虑其他学科建设急需的教学科研骨干。(2) Highlighting key points and overall planning and all-round 2consideratio

4、n. We stress on introducing high-level universities doctoral students, academic leaders and academic leading talents that key construction disciplines, emerging disciplines with better development prospect and the universitys dominant subjects urgently need. Meanwhile, we overall consider teaching a

5、nd scientific research backbones that construction of other disciplines urgently needs.(三)严格程序、规范操作。高层次人才引进必须严格考核程序,坚持公平、公正、公开,坚持标准、全面考核、规范操作,确保引进人才的质量。(3) Strict procedures and normalized operation. High-level talent introduction must be strict with assessment procedures, stick to justice, fairness

6、 and openness, stick to standard, comprehensive assessment and standard operation and ensure quality of introduced talents.(四)任务明确、责任落实。高层次人才引进实行校院(部、中心)两级管理、以院(部、中心)为主体的方式。学校加强对师资队伍建设的宏观指导和重大问题的协调,职能部门强化服务意识,提高工作效率和管理水平,各教育教学单位作为人才引进工作的主体,实行院长(主任)为第一负责人、党政共管负责制。(4) Specific tasks and responsibility

7、 implementation. High-level talent introduction executes two level management of university and colleges (departments and centers) and is in the way of regarding colleges (departments and centers) as main body. The university strengthens macro guidance towards teaching staff construction and 3coordi

8、nation of significant problems. Functional departments strengthen service awareness and improve work efficiency and management level. As main body of talent introduction work, each education and teaching unit executes the responsibility system of president (director) as the first principal and Party

9、 and government management.二、引进对象的层次和条件II. Level and Condition of Introduced Objects根据实际条件,将高层次人才分为学术领军人才、学术拔尖人才、优秀学术骨干等层次。According to actual condition, we classify high-level talents into academic leading talents, academic top-notch talents and excellent academic backbones, etc.(1(第一层次:学术领军人才(1) T

10、he first level: academic leading talents具有良好的职业道德,身心健康,治学严谨,开拓创新,具有良好的教学、科研和管理能力;掌握本学科领域的最新发展动态,学术水平达到国内领先,能负责本学科建设工作,带领梯队成员进行科学前沿研究;具有较高的学术造诣和突出的学术成果,在本学科领域有一定的学术知名度,与国内外同行有着广泛的学术联系。具有教授专业技术职务或已被海外知名高校聘为教授职务,曾担任省部级重点学科带头人、省部级科技创新团队带头人,年龄在 55 周岁以下,近 5 年来取得的业绩达到了以下条件中的 3 项(海外归国人才须达到 2 项以上):They have

11、good professional ethics. They are sound in body and 4mind. They do scholarly researches strictly and blaze new trials in a pioneering spirit. They have good teaching, scientific research and management abilities. They master the latest development trend in the disciplinary field. Their academic lev

12、el is leading at home. They can take charge of discipline construction work and lead echelon members to carry out scientific frontier research. They have relatively high academic attainments and outstanding academic results, certain academic reputation in the disciplinary field and extensive academi

13、c relation with peers at home and abroad. Applicants have positions to teach professional technology or they have been employed as professors by overseas famous universities. Once, they were key discipline leaders at provincial and ministerial level and leaders in science and technology innovation t

14、eam at provincial and ministerial level. They are less than 55 years old. Their achieved results have reached three items in the following conditions in recent five years (Talents from overseas should reach more than two items).主持过国家级科研项目 2 项或主持过国家级科研项目 1项、省部级科研项目多项; He has hosted two national scien

15、tific research items or one national scientific research item and many scientific research items at provincial and ministerial level.获得过国家科技成果奖励(排名前 5),或省部级科技进步(省部级哲学社会科学)一等奖(前 2 名),或省部级科技进步(省部级哲学社会科学)二等奖(排名第一),或国家级教学成果奖一5等奖(前 3 名)、二等奖(第 1 名); He has got National Science and Technology Achievement A

16、ward (ranking top 5), the first prize (top 2) of scientific and technological progress at provincial and ministerial level (Philosophy and Social Sciences at provincial and ministerial level), the second prize (ranking the first) of scientific and technological progress at provincial and ministerial

17、 level (Philosophy and Social Sciences at provincial and ministerial level), the first prize (top 3) and the second prize (the first) of national teaching result award.经同行专家确认,在本学科权威刊物上以第一作者发表一定数量的高水平学术论文,或出版过有一定影响的专著; Through peer experts confirmation, he has published a certain amount of high-leve

18、l academic papers or monographs with certain influence as the first author in authoritative journals of the subject.经同行专家评议,并经学校组织评定确认在本学科某些领域取得了特别突出的学术成就。 Through peer experts review and the universitys organizations assessment and confirmation, he has obtained particularly outstanding academic ach

19、ievements in some fields of the subject.(2(第二层次:学术拔尖人才(2) The second level: academic top-notch talents1.教授(正高级专业技术职务人员)1 Professors (personnel with senior professional technical posts)具有良好的职业道德,治学严谨,开拓创新,具有很强的团结协作精神和学术组织管理能力;在国内学术界有一定学术成就6和影响,具有较强的学科梯队建设能力和组织领导能力,年龄在50 周岁以下,原则上应具有博士学位(不具有博士学位的必须主持过国

20、家级科研项目,45 周岁以下必须具有博士学位),具有独立指导博士生或数届硕士研究生经历的优先考虑。近 5 年来取得的业绩满足下列条件中的 3 条(海外归国人才须达到 2 项以上):They have good professional ethics. They do scholarly researches strictly and blaze new trials in a pioneering spirit. They have very strong unity and cooperation spirit and academic organization and management

21、 ability. They have certain academic achievements and influence in domestic academic world, rather strong discipline echelon construction ability and organization and leadership ability. They are less than fifty years old. In principle, they must have doctors degrees (Those who dont have doctors deg

22、rees must have hosted national scientific research items. Applicants who are less than forty-five years old must have doctors degrees). Applicants who have the experience of independently guiding doctoral students or several sessions of postgraduates are considered preferentially. In recent five yea

23、rs, their achieved achievements satisfy three items of the following conditions (Overseas talents must reach more than two items):主持完成过国家级科研项目 1 项或省部级科研项目多项; He has hosted and finished one national scientific research item or many scientific research items at provincial and ministerial level.获得过省部级科

24、技进步(省部级哲学社会科学)一等奖排7名前三,或二等奖排名前二,或三等奖排名第一,或省级教学成果奖特等奖(前 2 名)、一等奖(第 1 名); He has acquired the first prize ranking top three, or the second prize ranking top two or the third prize ranking the first of scientific and technological progress at provincial and ministerial level (philosophy and social scie

25、nce at provincial and ministerial level), or special award (top 2) and the first prize (the first) of provincial teaching result award.以第一作者在本学科权威期刊上发表论文理工类 5 篇以上,文史类 8 篇以上,其中被 SCI、EI、CSSCI 等刊物收录 3 篇以上;或在国家级出版社出版过专著;或获得国家发明专利 3 项以上; He has published more than five science and engineering papers and

26、more than eight literature and history papers in academic journals of the subject as the first author. Thereinto, more than three papers are included by journals, such as: SCI, EI, CSSCI, etc. Or he has published monographs in national publishing houses or acquired more than three national invention

27、 patents. 经学校组织评定确认在本学科某些领域取得了比较突出的学术成就,或具有突出的工程技术能力与专长。 Through the universitys organizations assessment and confirmation, he has acquired comparatively outstanding academic achievements in some fields of the subject or has outstanding engineering technology ability and speciality.2.从海外知名大学或国内著名高校(

28、“985 工程” 高校)毕业的8博士研究生2 Doctor students who graduate from overseas famous universities or domestic famous colleges (“985 Project” colleges)具有良好的职业道德,治学严谨,开拓创新,善于合作;具有较强的从事教学、科研能力或工程技术创新能力。第一学历原则上为国内知名大学(“211 工程” 和“985 工程”高校)毕业,年龄在45 周岁以下,近 5 年来取得的业绩满足下列条件之一:They have good professional ethics. They do

29、 scholarly researches strictly and blaze new trials in a pioneering spirit. They are good at cooperation. They have comparatively strong ability to work on teaching, scientific research ability and engineering technology innovation ability. In principle, they graduate from domestic famous universiti

30、es (“211 Project” and “985 Project” colleges) in the first degree. They are less than forty-five years old. In recent five years, the achieved achievements satisfy one of the following conditions:主持完成省部级科研项目 2 项以上或作为主要参加人完成国家级科研项目(排名前三)2 项以上; He has hosted and finished over two scientific research i

31、tems at provincial and ministerial level or finished over two national scientific research items (ranking top three) as a major participant.在本学科核心刊物上以第一作者发表论文理工科类 5 篇以上、文史类 8 篇以上,其中,至少有 2 篇发表在本学科权威刊物上;或在国家级出版社出版专著 1 部以上;或获得国家发明专利 2 项以上;He has published more than five science and engineering papers 9

32、and more than eight literature and history papers in core journals of the subject as the first author. Thereinto, there are at least two papers published in authoritative periodicals of the subject. Or he has published more than one monograph in national publishing houses or acquired more than two n

33、ational invention patents. 学校发展急需,经组织专家评定具有突出的科研水平或工程技术能力与专长。 Doctor students whom the universitys development urgently needs have outstanding scientific research level or engineering technology ability and speciality after organizations experts assessment.(3(第三层次:优秀学术骨干(3)The third level: outstandi

34、ng academic backbones1.具有硕士及以上学位的副高级专业技术人员。年龄在 45周岁以下,具有很强的团结协作精神和良好的学术组织能力,研究方向为学校重点建设学科专业、传统优势学科专业和新兴学科专业建设急需。近 5 年来取得的业绩须满足以下条件中的 2项:1 Sub-senior professional and technical personnel with masters degree or above. They are less than forty-five years old. They have very strong unity and cooperation

35、 spirit and good academic organization ability. Research directions are the universitys key construction disciplines, traditional dominant disciplines and emerging discipline construction which are urgently needed. In recent five years, the achieved achievements must satisfy two items 10of the follo

36、wing conditions:主持省部级科研项目 1 项以上;或获得省部级科技进步奖三等奖 1 项以上(排名前二); He has hosted more than one scientific research item at provincial and ministerial or acquired more than one third prize of provincial and ministerial science and technology progress award (ranking top two).以第一作者在本学科核心期刊上发表论文理工科类 5 篇以上、文史类

37、8 篇以上,其中至少有 2 篇被 SCI 或 EI 收录;或在国家级出版社出版专著 1 部;或获得发明专利 1 项; He has published more than five science and engineering papers and more than eight literature and history papers in core journals of the subject as the first author. Thereinto, there are at least two papers included by SCI or EI. Or he has p

38、ublished more than one monograph in national publishing house or acquired more than one national invention patent. 学校发展急需,具有丰富工程实践背景,经考核确认具有某一方面专长的工程技术人员。 The university urgently needs engineering technology personnel who have rich engineering practice background and speciality in certain aspect thr

39、ough assessment and confirmation. 2.国内知名大学、研究院所毕业的博士研究生。年龄在 40 周岁以下,具有较强的发展潜力,已经取得了比较明显的学术科研成果,本科阶段的专业学习原则上需与硕士、博士阶段的学术研究方向一致。112 Doctor students who graduate from domestic famous universities and research institutes. They are less than forty years old. They have relatively strong development potent

40、ial and have acquired comparatively obvious academic and scientific research results. In principle, professional learning at the undergraduate level needs to be consistent with academic research directions at master and doctor phase. 3、引进人才的待遇III.Introduced Talents Treatment作为引进的人才除享受国家和江苏省有关政策规定的待遇

41、外,由学校提供必要的工作条件外,其他待遇另议。As introduced talents, besides they enjoy treatment which the countrys and Jiangsus related policies stipulate and the university provides necessary work condition, other treatments are discussed separately. 4、人才引进工作程序IV. Working Procedures of Talent Introduction(1(确定高层次人才引进计划

42、。用人单位根据本单位的人员队伍状况及发展要求,充分研究论证,与人事处共同研究后,形成本单位年度高层次人才引进计划与目标任务。高层次人才引进计划报党委常委研究决定后执行,第一、二层次人才引进经主管校长批准后可以不受年度人才引进计划的限制。(1)The university confirms high-level talent introduction plan. According to the units talent team condition and development demand, the employing unit fully researches and demonstra

43、tes and 12researches with Department of Personnel together and forms the units annual high-level talent introduction plan and target tasks. High-level talent introduction plan will not be executed till it is reported to Party Committee and Standing Committee for research and decision.Talent introduc

44、tion at the first and second level can not be restricted by annual talent introduction plan after it is approved by competent president.(二)用人单位考核评议。用人单位组织专家对应聘人员进行考核,对其学历背景、教学科研能力、学术水平及发展潜力及应聘材料的真实性进行考核评议,并形成评议意见,报用人单位党政联席会议研究。有引进意向的,对应聘人引进层次提出建议,由用人单位主要负责人签署书面意见并加盖公章后报人事处,并提交相关材料。(2) The employing

45、unit assesses and reviews. The employing unit organizes experts to assess applicants, assesses and reviews their education background, teaching and scientific research ability, academic level and development potential and the truth of applied materials, forms review opinions and submits to the emplo

46、ying units joint conference between the Party and the government for research. For those whom it has introduction intention, it puts forward suggestion towards applicants introduction level. And the employing units major principal signs written opinions with official seals, reports to Department of

47、Personnel and submits related materials.(三)学校组织评审。学校组织专家对拟引进人才申报材料13进行评审(必要时可组织答辩),确定其入选层次。并根据评审情况拟订引进意见和学校可提供的人才待遇。(3) The university organizes to evaluate. The university organizes experts to evaluate prepared introduction talents application materials (It can organize to make an open reply when i

48、t is necessary) and confirm their chosen level. And they draw up introduction opinion and talent treatment that the university can provide according to evaluation status. (四)拟引进的高层次人才经人才引进工作领导小组讨论同意后,提交校长办公会议研究决定。对于根据计划引进的应届博士毕业生,实行程序简化,经用人单位考核、人事处审核、用人单位分管(联系)校领导同意后,报请主管校长审批。(4) After leading group

49、 of talent introduction work discusses and agrees, the prepared introduced high-level talents are submitted to the schoolmasters office meeting for research and decision. For this years PhD graduates who are introduced based on the plan, it implements simplified procedures and submits to principal schoolmaster for approval through the employing units assessment, Department of Personnels audit and the employing units branch (contact) school leaders agreement.(五)人事处根据校长办公会议决定或主管校长的审批意见,确定拟引进人员。(5) Departmen
