3、04-24SCOPE AND OBJECTIVESTo ensure all personnel, management supervisors, and employees fully understand their responsibilities associated with the implementation and monitoring of erection, alteration and dismantling of scaffolding and managing the Scaff Tag Safety System1. DEFINITIONSThe Scafftag
4、system is a system designed for controlling temporary access to elevated areas and evaluating the standard of scaffold erected before finally approving the scaffold for use.The system also provides a means of tracking locations of scaffolding, which enables ongoing monitoring and auditing of the sca
5、ffolds condition.Scafftag assigns clear responsibilities to the supervisor and employees, which ensures quality equipment, workmanship and final product quality and safe scaffolding.2. PROCEDUREAll contractors shall follow this procedure as a minimum standard at all times throughout the project.2.1
6、CertificationAll scaffolding shall be erected and dismantled by a person who holds an appropriate recognised certificate of competency for scaffolding. No other person shall erect, alter or dismantle scaffolding. If an unauthorised person erects, alters or dismantles any scaffold disciplinary action
7、 will be implemented up to and including dismissal from the project.2.2 ConstructionDuring the construction of scaffolding fall arrest equipment must be used until the scaffolding provides a safe working platform. Once the scaffold is properly constructed the use of personal fall arrest equipment is
8、 not generally required. For further clarification of this requirement refer to the working at heights procedure.All scaffolds shall be constructed and/or supervised by a competent person.2.3 InspectionsInspections are required: before the scaffolding is used for the first time after the scaffolding
9、 has been altered or repaired at periods not exceeding 30 days prior to use following an occurrence that could have affected the stability or strength of the scaffold.Scaffolding is to be inspected by a person holding a recognised competency certificate for scaffolding.Page 2REF DESCRIPTION PREPARED

These tags are to be po
11、sitioned at the point of access to the scaffolding generally at the base. The status of the scaffold shall at all times be stated on the Scaff-tag (e.g. under construction, Do Not Use etc).Further details on the tags shall include: The date of erection/alteration or repair; Name and signature of the
12、 competent person erecting or dismantling or altering the scaffold; The classification/load restraints of the scaffold;When the scaffolding is found to be unsafe the status must be removed from the Scaff-tag indicating the condition of the scaffold as being UNSAFE; combined with an OUT OF SERVICE ta
13、g clearly detailing the fault.2.4 Use of ScaffoldingAny access/egress must be secured ladders and not by climbing the structure.Equipment lifted or lowered from scaffold must be by an approved method.Scaffolds must not be fitted with a lifting device unless installed by a competent authorised person
14、.Where a scaffold is fitted with wheels, the wheels must be locked whenever the scaffold is being used.All modifications to a scaffold shall only be performed by a competent person in accordance with AS1576 Scaffolding.Guidance may be found in AS4576: 1 Guidance Notes for Scaffolding.3.
