22、大经济效益以及带来的环境污染和资源浪费等问题越来越受到社会各界的广泛关注。就北京市场而言，塑料废弃物的回收与处理已经形成了一个较为完善的网络系统。这些塑料废弃物从农业、商 业以及家庭各方面汇集起来， 进入垃圾转运站，再进入垃圾处理场或被运往外地进行加工和再利用。本报告根据北京市科协以及北京环境科学学会的项目要求，重点对北京市各种废旧塑料的来源、种类、产生量、收集方式、去向、主要的处理方式以及处理中存在的问题等进行了调研。本报告由北京凯发环保技术咨询中心负责完成。一、 全国及北京生活垃圾产生和处理情况我国目前处理生活垃圾的方法除露天堆放外，还有卫生填埋，这种方法避免了露天堆放产生的问题，但缺点是
23、建填埋场占地面积大，使用时间短(一般十年左右),造价高，垃圾中可回收利用的资源浪费了；再是焚烧，使垃圾体积缩小 50%95%，但烧掉了可回收的资源，释放出有毒气体，如二恶英、电池中的汞蒸汽等，并产生有毒有害炉渣和灰尘；第四种是堆肥，这种方法需要人们将有机垃圾与其它垃圾分开才行，它具有很好的发展前景。截止到 2005 年底，全国 661 个设市城市中建有各类生活垃圾处理场 479 座，处理能力为 25.7 万吨/日，集中处理量为 8108 万吨，集中处理率为 51.97%。其中：生活垃圾填埋场 365 座，处理能力 21.3 万吨/日，处理量为 6924 万吨；生活垃圾堆肥厂 46 座，处理能力
