3、s including Green Credit. 一、 背景 Background1.关于世行节能项目 CHEEF Project 进出口银行、世行和全球环境基金（GEF）正共同实施世行节能项目，旨在提高中国大中型工业企业的节能效率并降低其温室气体排放，目标是通过支持开展对节能项目的投资，促进中国进出口银行开展可持续节能贷款业务。China Eximbank, the World Bank and the Global Environmental Fund (GEF) are jointly implementing the CHEEF Project aiming to improve t

6、bank loan in RMB in the amount equivalent to USD 100 million for the eligible domestic EE projects. In 2012, World Bank provided additional financing of USD 100 million. Meanwhile, in order to facilitate the projects smooth implementation, GEF offers China Eximbank a five-year grant for its capacity
7、 building in the EE field, with a view to improve the banks managerial and professional expertise on CHEEF Project and gain experiences in exploring sustainable EE lending business.2.关于本任务 Mission在提供节能贷款的同时，世行非常重视提高项目执行机构的专业化水平和工作效率。经世行批准，中国进出口银行拟聘请有经验的咨询公司，协助开展包括绿色信贷业务在内的贷款项目后评价相关能力建设。本次任务是通过聘请贷款项目
8、后评价方面的咨询公司，在项目后评价流程、制度完善等领域或其他进出口银行要求的与项目相关的领域提供咨询服务，协助中国进出口银行更好地开展包括绿色信贷业务在内的贷款项目后评价工作。咨询公司在进出口银行稽核评价部的监督和指导下开展赠款使用活动。在保证符合世行要求的基础上,咨询顾问按稽核评价部确定的原则独立开展咨询活动，稽核评价部将对有关活动开展定期或不定期事后检查。Besides providing EE loan, the World Bank attaches great importance to the improvement of professional level and work e

The mission is to help China Eximbank make bette
10、r post-evaluation on the loan projects including Green Credit 3with the consulting services of the hired consulting company in process optimization, system promotion and other related areas. The consulting company is to implement grant usage activity with supervision and guidance of Auditing2.Having
11、 established for at least three years with solid business growth volume and strength and good credibility;3.Acquaintance with the business process ,features and trend of post-evaluation in major international financial institutions and major domestic green credit financing institutions.4. Having ric
12、h experience in post-evaluation of loan projects，and capability of providing professional services for the construction of relevant capacity for post-evaluation.5.Having rich human resources and project management personnel with banking experience.二、 工作目标和范围 Objectives and Scope41. 目标 Objectives本任务的
13、实施，应达到以下目标：（1）学习国际金融机构和国内主要绿色信贷融资机构后评价成功经验；（2）优化进出口银行后评价业务流程和方法；（3）提升进出口银行贷款项目后评价能力；The implementation of the task should be based on the achievement of the following objectives:(1) Draw on the successful experience of post-evaluation made by international financial institutions and major domestic g
14、reen credit financing institutions;(2) Optimize the business process of post-evaluation in China Eximbank;(3) Improve the capacity of post-evaluation in China Eximbank.2.范围 Scope 拟于2014年12月份起，选择一家咨询机构，签订3个月的咨询服务合同，由其为中国进出口银行提供项目后评价咨询服务。服务的主要内容如下：（1）收集整理世界银行、亚洲开发银行、日本协力机构、日本国际协力银行、德国复兴信贷银行等国际金融机构和国家开
15、发银行等国内金融机构后评价业务概况，包括后评价组织架构、基本流程、开展方式和最新发展趋势等；以上工作需形成书面工作报告。（2）对进出口银行后评价流程、制度及管理方式进行梳理，提出改进意见。以上工作需形成书面工作报告。（3）在上述“（1）”工作的基础上总结国际金融机构的后评价业务开展方式和近几年的发展趋势，对进出口银行后评价人员完成不少于2次的后评价业务培训。（4）其他咨询服务，如协助进出口银行发掘和订阅有价值的绿色信贷项目后评价方面的杂志、书籍，发掘各种项目后评价业务交流渠道等。上述工作总预算7万美元，包含为完成工作所需差旅、其他公务费用以及税费等一切费用。工作报告在合同约定的期限内由咨询公司
16、提交进出口银行稽核评价5部。进出口银行根据报告支付后评价咨询公司有关费用。A three-month consulting service contract is to be signed with the selected consulting company starting from November, 2014, to provide consulting services needed, which include:(1) Collect and file the general businesses of post-evaluation in major international
17、 financial institutions(WB,ADB,JICA,JBIC,KFW etc.) and major domestic green credit financing institutions(CDB etc.), such as organizational structure, basic process, manner of implementation, business trend etc. The output of the work above should be presented in the business report composed by cons
18、ulting company.(2) Review and examine the process, system and management of post-evaluation in China Eximbank, and put forward suggestions for improvement. The output of the work above should be presented in the business report composed by consulting company.(3) On the basis of above work (1), provi
19、de not less than 2 times training about the manner of implementation, business trend of post-evaluation in major international financial institutions.(4) Other consulting services, such as assisting China Eximbank to select and subscribe instructive books and magazines about green credit, and explor
20、ing communicative channels for post-evaluation.The budget is $70,000, including all the related expenses, such as tax, traveling expenses and other business expenses, etc. The report should be submitted to Auditing(2) 70% of progress payment will be paid separately according to the consulting compan
