37、剧的趋势。我国是典型的未富先老型国家，中国农村的医疗卫生状况令人堪忧，三级医疗网络濒临解体，乡镇卫生院 1/3 基本瘫痪，1/3 仅能维持生计，1/3 能够发展，农民抵御重大疾病灾害的能力十分脆弱。严格的城乡户籍制度造成了我国分明的城乡二元社会结构，城乡居民收入差距甚大，国家对城乡间医疗保障制度的安排也不合理，而城乡居民面对的是统一的药品定价和医疗服务费用，造成了在中国农村普遍存在的因病致贫、因病返贫现象。根据对长安区研究表明，医疗消费在中国农村有着奢侈品的性质，农民对医疗存在着潜在需求，但是受到目前收入水平的制约，医疗需求的满足尚处于从属的地位。有以问卷形式对长安区村庄进行了直接入户方式的调
