24、rtheless, it was a trial of Chinese public health policy. The aftermath of such a disaster arouses our reflection and reveals defects in the guidelines for Chinese public health policy. During the marketizing process of Chinese economy, our government neglected the vital importance of public health
25、to national security, which led to insufficient investment in public health, negligence of prophylaxis and lack of effective measures to deal with emergency cases. It constitutes the underlying cause of the mass epidemic of SARS. Therefore, we must amend our public health policy and reconstruct our

Confidential work to meet the demands of new technology development2这次 SARS 的发生和流行与历史上所有的传染病一样，具有突发性和隐蔽性。从 2002 年 11 月 16 日中国广东佛山发现第一起后来称为 SARS 的病例。到2003
49、年 1 月 31 日，广东省累计发病 101 例，死亡 3 例。现已查明，最早发现的一批 13 名 SARS 患者不具有之间相互传播的线索，特别是在最早报告发现非典的 7 个城市，首发病例均没有明确的同类病例接触史。由于非典型肺炎过去也发生过，我国传染病防治法从未将此病列入，故一开始未引起高度重视是必然的。然而从 1 月 31 日开始广东发病进入高峰，到 2 月 9 日，病例增加到305 例，短短 9 天时间增加了 204 例，死亡 5 例。而且与病人密切接触的家庭成员和医务人员被迅速传染，表明这不是以往普通的非典型性肺炎，而是一种新的未知病种，病原不清，有家族聚集性及医院聚集性极易被集体传染的特点。广东省卫生厅在第一时间向广东省委和中央卫生部作了汇报。在听取钟南山等专家的意见后，将此病定名为具有传染性的非典型性肺炎，并对防治工作作出部署，指示 1.发现这样一个病人必须向当地疾病预防控制中心报告，做好隔离治疗；2.病人无论到哪个医院都要收治，不能推诿病人，相对集中几家隔离措施比较好的医院收治病人。决定广州呼吸病研究所等四家医院作为定点医院。广东省的电视、报纸等主流媒体及时将有关信息和防病科学知识向公众披露，不但安抚了民心，制止谣言的传播，平息了抢购风，也为战胜 SARS 奠定了稳固的社会基础。2 月 11 日，在广东省卫生厅召开的新闻发布会上，钟南山院士坦言
