2、升竞争力成为钢铁企业的共识,需要引进信息管理信息系统,提升企业本质安全管理水平。一、钢铁企业安全管理信息化建设存在的问题近年来, 随着对本质安全的认识不断加深和日益重视以及计算机水平的发展, 钢铁企业实施安全管理本质化和信息化已经成为企业持续发展的重要手段之一。但多数企业在具2体实施过程中存在偏差制约了企业管理水平的提高、企业经营效益的改善以及市场竞争能力的增强。主要表现:1、信息化组织机制建设有待加强。完善的信息化组织机构是企业信息化健康发展的有力保障,而信息化队伍的专业素质和人员的强化及培训则是实现信息化工作以管理为中心的重要保障。2、信息化应用需要不断加强。信息化应用需要深化。安全信息系
3、统建成投产后,应用成为安全信息化工作的重点,仍有部分系统尚没有被充分的利用,没有发挥其应有的效果。只有不断加强应用,才能将安全信息化建设推向高级阶段,建立以信息效应和变革效应为基础的高级信息化应用模式,钢铁企业安全信息化才能真正为企业保驾护航。3、商业智能和决策支持系统建设滞后。商业智能和决策支持系统的建设,是帮助钢铁企业提升安全本质化价值,从自动化效应向信息效应转变的基础平台。通过信息系统的建设,帮助高层领导及业务部门及时监控关键业绩指标,依据需要进行假设模拟分析和预测,建立组织及个人的考核体系,根据历史数据构造维度相关的时间数据模型,自动分析趋势,及时预见性地发现安全管理问题。4、知识管理
4、系统建设亟待加强。知识管理,是实现对显性业务知识和隐性经验知识集合的管理和利用。对集团来说,知识资本是企业竞争力的核心,是企业产品和服务的基础。35、安全信息投入有待进一步加强。从安全信息的投入上看,企业用于安全信息的投入为4.3%,所属企 业用于信息安全的费用占信息化总投入的比例 10.74%,与国际先进水平的 15%尚有差距。二、推进安全生产监管监察信息化建设的途径安全信息化建设要坚持规划先行、规范建设,项目带动、分步实施、引进技术、开拓创新、保障经费、加快进度、加强管理、务求实效的原则。坚持以科学发展观为统领,以信息化建设“三网一 库” (政 务涉密内网、政 务外网、业务专网、信息资源库
5、)的要求为指导,围绕国家安全生产信息系统建设项目的安全生产监管监察发展信息化建设思路和“一个中心两个保障” 的目标任 务,依托国家安全生 产信息系统项目建设,建立健全安全生产行政执法、安全生产调度统计、应急救援指挥平台、危险化学品、非煤矿山等基础数据库,依托信息化平台打造发钢铁企业本质安全管理体系。1、企业安全信息化,领导是关键。推进企业安全信息化,关键在于企业一把手。无论是软件程序、硬件工具,无论是顾问公司、系统集成商,都不能取代企业一把手的作用。所以联想集团称企业信息化是“一把手工程 ”。而且用“坚定信心、把握方向、资源保障、关键决策”四句 话,概括企业一把手在企业信息化中的作用。 2、规

7、用信息化实现安全生产监督管理及冶炼安全监察业务的主体框架,加强安全生产监管监察行政执法、安全生产调度统计、应急救援指挥平台、危险化学品等基础数据库建设和各类应用系统的应用,进一步整合资源,加强培训。5、加快培养、造就人才。推进企业信息化,人才是根本。人才短缺是大多数企业普遍存在的问题。抓紧培养一大批热心于企业安全信息化建设,既善于安全管理、又懂现代信息技术,还具有先进管理安全理念的复合型人才,是推进企业信息化建设的当务之急。三、信息化平台对提高本质安全管理工作达到的效果信息化平台将“安全第一、 预防为主” 的安全管理思想融5入风险识别、风险评估、风险(事前、事中、事后)控制、监督改进等管理措施
