3、人须知Bid security furnished in accordance with ITB Clause 15.10. 投标文件的编写 Bid Form投标人应按照第四章招标文件格式完整地填写投标书、开标一览表、投标分项报价表以及招标文件中规定的其他内容。The Bidder shall complete the Bid Form, Summary Sheet for Bid Opening and Price Scheduleand other stipulated contents furnished in Section IV ”Formats of Bids” of the bi
4、ddingdocuments.11. 投标报价 Bid Prices投标人应在投标分项报价表上标明本合同拟提供货物的单价（如适用）和总价。The Bidder shall indicate on the appropriate Bid Schedule of Prices the unit prices (whereapplicable) and total bid price of the goods it proposes to supply under the contract.投标总价中不得包含招标文件要求以外的内容，否则，在评标时不予核减。投标总价中也不得缺漏招标文件所要求的内容，否
5、则，评标时将有效投标中该项内容的最高价计入其投标总价。The amounts cannot contain the contents that beyond the bidding document. Otherwise, it cannot be accounted and subtracted during evaluation. 28、 tools, etc., necessary for the proper and continuing functioning of the goods for aperiod to be specified in the Bid Data Sheet, following commencement of the use of thegoods by the Tenderer; and3） 对照招标文件技术规格，逐条说明所提供货物和服务已对招标文件的技术规格做出了实质性的响应，并申明与技术规格条文的偏差和例外。特别对有具体参数要求的指标，投标人必须提供所投设备的具体参数值。an item-

32、alogue numbers in its bid, providedthat it demonstrates to the Tenderers satisfaction that the substitutions ensure substantialequivalence to or higher than those designated in the Technical Specifications.15 投标保证金 Bid Security15.1 投标人应提交投标资料表规定数额的投标保证金，并作为其投标的一部分。The Bidder shall furnish, as part o
33、f its bid, a bid security in the amount specified in the BidData Sheet.15.2 投标保证金是为了保护招标机构和招标人免遭因投标人的行为而蒙受损失。招标机构和招标人在因投标人的行为受到损害时可根据本须知第 15.7 条的规定没收投标人的投标保证金。The bid security is required to protect the Tendering Agent and the Tenderer against the risk ofBidders conduct which would warrant the secur
34、itys forfeiture, pursuant to ITB Clause 15.7.15.3 投标保证金应用投标货币或招标机构可接受的货币，并采用下列任何一种形式：The bid security shall be denominated in the currency of the bid or in another currencyacceptable to the Tendering Agent, and shall be in one of the following forms:1） 由一家在中华人民共和国境内或境外信誉好的银行用招标文件提供的格式或招标机构接受的其他格式出具的
35、银行保函或不可撤销的信用证，其有效期应超过投标有效期 30 日；A bank guarantee or an irrevocable letter of credit issued by a reputable bank located inPRC or abroad, in the form provided in the bidding documents or another form acceptableto the Tenderer and valid for thirty (30) days beyond the validity of the bid; or2） 银行本票、保兑支

39、service fee pursuant to ITB Clause 36.15.7 下列任一情况发生时，投标保证金将被没收：The bid security may be forfeited:1） 投标人在招标文件中规定的投标有效期内撤回投标；if a Bidder withdraws its bid during the period of bid validity specified in the biddingdocuments; or2） 中标人在规定期限内未能根据本须知第 34 条规定签订合同；if the successful Bidder fails to sign the c
40、ontract in accordance with ITB Clause 34;or3） 中标人在规定期限内未能根据按本须知第 35 条规定提交履约保证金；if the successful Bidder fails to furnish performance security in accordance with ITBClause 35.or4） 中标人未按本须知第 36 条规定交纳招标服务费。if the successful bidder failures to pay the tendering service fee with ITB Clause 36.16 投标有效期 Pe
41、riod of Validity of bids16.1 投标应自投标资料表中规定的开标日起，并在投标资料表中所述时期内保持有效。投标有效期不足的投标将被视为非实质性响应，并予以拒绝。Bids shall remain valid for the period specified in the Bid Data Sheet from the date of bidopening.A bid valid for a shorter period shall be rejected as non-responsive.16.2 特殊情况下，在原投标有效期截止之前，招标机构可要求投标人同意延长投标有
42、效期。这种要求与答复均应以书面形式提交。投标人可拒绝招标机构的这种要求，其投标保证金将不会被没收。但其投标在原投标有效期期满后将不再有效。同意延长投标有效期的投标人将不会被要求和允许修正其投标，而只会被要求相应地延长其投标保证金的有效期。在这种情况下，本须知第 15 条有关投标保证金的退还和没收的规定将在延长了的有效期内继续有效。In exceptional circumstances, prior to the expiry of the original bid validity period, theTendering Agent may request the Bidders cons
43、ent to an extension of the period of validity.The request and the responses thereto shall be made in writing. A Bidder may refuse therequest without forfeiting its bid security. A Bidder agreeing to the request will not be requirednor permitted to modify its bid, but will be required to extend the v
44、alidity of its Bid securitycorrespondingly. The provisions of Clause 15 regarding discharge and forfeiture of BidSecurity shall continue to apply during the extended period of bid validity.1-13招标文件 投标人须知 17 投标文件的样式和签署 Format and Signing of Bids17.1 投标人应准备一份投标文件正本和投标资料表中规定数目的副本，每套投标文件须清楚地标明“正本”或“副本”。

All pages of the bid, except for unamended printed literature, shall beinitialed by the person or persons signing the bid. For the convenience of BidOpening, the Bidder is required to submit the Summary Sheet for Bid Opening, together withthe Bid Security, in a separate envelope and duly marking the envelope as “Summary Sheetfor Bid Opening”. The Bidder shall seal the original and each copy of the bid in separateenvelopes, duly marking the envelopes as“ORIGINAL” and “COPY”.
