1、Annex IIrish Rugby Football Union (Ulster Branch) Regulations For Youth Rugby In Ulster2013-2014These youth regulations and any additional regulations accepted by the Youth Committee through the season, shall apply to all youth rugby in Ulster, they supersede all previous regulations for youth rugby
2、 in UlsterDuties and Responsibilities of the Youth Section of the Rugby Club 1. Pre-Match(a) Clubs should ensure that the ground is available, fit for play, and correctly marked and flagged. The home Club shall be the sole judge of the fitness of the ground for the playing of a League or Cup Match u
3、nder the auspices of the Ulster Branch, up to kick off time.(b) Any change of venue should be confirmed with the Competition Co-Ordinators, the opposition, and the Referee at the earliest possible time. The time of kick-off cannot be altered without prior agreement from the Competition Co-Ordinators
4、.(c) Teams should arrive in good time, be properly equipped for the game (with particular reference to studs) and should have a Touch-Judge. Two Touch-Judges must be appointed before the start of the match. Unless these have been appointed by the USRFR it is the responsibility of each team to provid
5、e a Touch Judge.(d) The opposition and Referee should be met by an official of the home team, and shown to the changing accommodation.(e) Player Registration checks for all age groups U13, U15, U17 dates for the cup shall be notified at the same meeting. Clubs can also use this meeting to arrange fr
6、iendlies. These friendlies will also be included in the Branch Fixture book if received in time (to Hon Youth Secretary)(b) The league end date shall be the last day of league fixtures. This end date can only be changed by a request from the League Co-Ordinators to the Youth Competition Committee (Y
7、CC). Once this date has been reached all results up to and including that date will decide the outcome of the leagues. No warning that the league is ending will be issued. (c) Clubs are responsible for ensuring that games are played on or before the scheduled date. If both clubs agree to play before
8、 the scheduled date this change must be notified to the Co-Ordinators and the Branch (for notifying referees).(d) The Co-Ordinators shall have the power to alter (other than end of league) fixed match dates should the circumstances so demand.e) If a club does not fulfil its away fixture, the venue s
9、hall be reversed for the corresponding fixture; this could include carrying over to the following season (league or cup)(f) Clubs are to ensure that they liaise with their opponents at least two days before Match Date to ensure that games are still on and teams are traveling.3. Duration of GamesU13
10、two 25-minute halves (injury time may be played, but no extra time is allowed)U15 two 30-minute halves (injury time may be played, but no extra time is allowed)U17 two 35-minute halves (injury time may be played, but no extra time is allowed)U19 two 35-minute halves (injury time may be played, but n

The USRFR shall (whenever possible) appoint referee for all league and cup matchesb. In relation to Law 6 (Laws of the Game) if a referee has not b
12、een duly appointed then it is the Home Clubs responsibility to organize a referee. They can approach a known USRFR or an Affiliated Referee. (Note: an Affiliated Referee can only referee a game in which his club is playing). Both teams MUST provide a Touch Judge, who must not be a replacement or sub
13、stitute. IRB Regulations regarding front row replacement should be observed.c. Only a USRFR or Associate Referee can officiate at the game.d. There is a proper procedure for moving a referee, once allocated to a game; Yellow Cards are applicable at U13, U15, U17 and U19 LevelsRed Cards are in operat
14、ion at U15, U17 and U19. At U13 level Red cards will be replaced by compulsory substitution. Duration for sin bin is U13/U15 5 minutes and U17 this is to state that he does not receive regular rugby at school, and that he has not played in any round of the Ulster Schools Rugby Football Challenge Cup
15、 Competition in the current season.New wording on the release of school player will be inserted soonA copy of the Release Form should be available with the Players Registration Card. A copy should also be sent to the Youth Secretary. This Release form must be renewed each season.The release letter s
16、hould be signed before the 31st October and is valid for that season only.(f) The Registration of any Player with a Club shall continue indefinitely from season to season unless the appropriate notice is given by the club to the player, or by the player to the club in accordance with the Adult Regul
17、ations(g) Where a Player transfers from one Club (the former club) to another (the new club), such player may not play a competitive match for the new Club until the IRFU Ulster Branch Club Transfer form has been duly completed by all parties, namely the Player, the new Club and relevant Branch and
18、has been received by the Ulster Branch.(h) Registration of a Player with a Club does not of itself make such Player eligible to play a Competitive Match for such Club.(i) A youth player can play in two age groups in a season his own age group and 1 year up e.g. 13 year old (in the U14 age category)
19、can play U14 and U15 and not U16. These players can only play for one team on a weekend they are not allowed to play in two matches on a day or in two matches on a weekend e.g. U14 Saturday and U15 Sunday.(j) Any individual player identified to play 3 age categories above e.g. U17 to U19 must provid
20、e the written consent of: Parents/Guardians, Coach and Club and have written agreement of the YCC. Any such player can only play for that age category for the complete season i.e. he will not be able to play for two categories.9) Age ThresholdThe age threshold for Mini the Regional Sections may play
21、 with reduced numbers.A Regional game will be valid when started with the minimum players as stated below. Points will be awarded as per a normal game and team lists are returned to the Branch. When one club fields a reduced team, then the opposition must also field the same number of players, but t
22、hey will be permitted to substitute their remaining players during the game to ensure all players have the opportunity of playing. If a team has less than the minimum number of players then both teams should arrange to play a friendly game i.e. (mix and match) to encourage the boys who have made the
23、 effort to turn up and avoid the disappointment of no game. 3 points will be awarded to the full team and 1 point awarded to reduced team. SCRUMS must be equal at all times. If a friendly is played because a side has less than the minimum number they will not be deducted a point for not fulfilling t
24、he game. If the game is cancelled they will be deducted 1 point.Reduced NumbersFifteen (15) is the norm for all levels (Sections 1 each team plays against each other once (home or away decided on the draw); all age groups follow the same format i.e. the same draw is applicable across all three age g
25、roups, at the end of the cup group format teams are ranked 1 to 4. All first placed teams enter open draw for Cup, 2nd placed teams enter open draw for Plate, 3rd placed teams enter open draw for bowl and all 4th placed team enter open draw for Shield. At this stage the Cup Competitions become a str
26、aight knockout. Subsequent rounds shall follow the detail of the open draw but the venue (i.e. home or away) will be re-visited by the Co-Ordinators to ensure fairness in relation to travel. The Cup Final shall be played at Ravenhill Park; The Plate/Bowl/Shield Finals shall be at such venue as nomin
27、ated by the Co-Ordinators.d. No extra time shall be played in such a match. In the event of a draw most tries scored, then first try, then first score shall decide. If these criteria do not define a winner, the teams will compete in a penalty kick-off, from the centre of the 22 metre line, including
28、 only those players who finished the game. 5 Players will be nominated by each team to take a kick. If the scores are still even, the Kick-off will continue on a sudden death basis. If 1 team is unable to allocate 15 fit kickers (who finished the game on the pitch), the opposition will compete like
29、for like. If this does not produce a winner, red cards will decide. If this fails to identify a winner the tie will be decided by a coin toss. (e) In the final then if the score is a draw the Trophy will be shared. (The away receiving the medals first, with the home team having possession of the tro
30、phy for the first 5 months before handing over to the opposition for the next 5 months)25 Decisions of the YCCThe Youth Committee, at its regular monthly meeting, shall be the final arbiter of any decision of the YCC which is disputed by a Club, provided that where reference to a monthly meeting of
31、the Youth Committee is impractical a Club may appeal direct to the CMC in writing on Club note-paper signed by the Honorary Secretary, or President, of the Club, and addressed to the Honorary Secretary of the Clubs Committee. Any such appeal must be lodged within 96 hours of the Club receiving offic
32、ial notification of the YCC decision, and must be accompanied by a sum of 250 which may, at the discretion of the CMC, be refunded in whole or in part.26 Reported PlayersPlayers sent off the field of play, or cited in youth rugby are subject to the provisions set down in Adult Regulations.27 Uses of
33、 DrugsThis is the same as Adult Regulations.28 Matches against teams from other unionsMatches against teams from other Unions are subject to the provisions set down in the Adult Regulations.29 “Scratch” Teams“Scratch” teams are subject to the provisions set down in the Adult Regulations30 Movement o
34、f individuals between unionsIt is not envisaged that this should be an issue with Youth Rugby, but if the issue does arise then the Adult Regulations will be followed.31 Laws of the GameThe Laws of Rugby Union Football, as published by the Irish Rugby Football Union, together with any variations to
35、the laws promulgated by the Irish Rugby Football Union or by the Ulster Branch thereof, shall apply to any competition. It is important to note that there are a number of promulgated variations to the laws applicable to age-pointed Rugby Football. Mainly, these are aimed at safety of the players and
36、 it is important that these variations are enforced. The Ulster Branch Youth Committee will provide further information and clarification when requested to do so.Attention is drawn to the “standard set of variation to the law of the game at under 19 level“ appended to the Irish Rugby Football Union
37、publication “Laws of the game“. From time to time there can be interpretations of the Laws promulgated by the Irish Rugby Football Union and the Ulster Branch Youth committee will make every attempt to disseminate these promulgations to Clubs as they appear.Lineout - There is no lifting or supportin

42、17)(b) This league shall be composed of four zones, containing Premier Sections and 2 Regional Sections.(c) The top teams of the Premier and Regional sections shall be involved in a playoff to decide the winner of the League. (d) The Winner of the U17 and U19 League shall represent Ulster Clubs in t
43、he All Ireland Finals.(e) League Play-offs will decide League Champions and Representatives in All Ireland Competition.(f) Two or more Clubs may join together to field a team provided that this is agreed by the Branch Youth Committee at the time of the application for entry into the league. The team
44、 name must contain the registered Club name of all the Clubs combining for the competition: No pseudonym team titles will be permitted.(g) Any Club that does not enter the league or withdraws will become ineligible to enter the Cup or Plate, other than in exceptional circumstances. Such applications
45、 should be made in writing to the Honorary Secretary of the Youth Committee.(h) A team must have completed at least 50% of their league games to enter the Cup Competitions.(i) A player must have played at least 3 league games (recorded on teamsheet returns) at U15, U17 prior to Youth Committee meeti
