2、y Name Student Definition, Eligibility and Enrolment Process PolicyPolicy Group Educational Policies Students Student AdmissionPolicy Reference Number ED.01.05.11 001PurposeTo define categories of student of CIT and their eligibility to be a student, and the process for applying and enrolling in CIT

3、 programs.ScopeThis policy covers all persons who have access to apply and enrol into accredited programs of CIT. It does not include non accredited programs such as Adult Continuing Education programs. This policy replaces Eligibility for Admission to CIT as a Domestic Student Policy. Definition of

4、 a Student Policy. Student Application and Enrolment Policy. Online Enrolment (Interim Policy). CIT 100 Point ID Checking (Interim Policy).There are separate policies covering Guaranteed Entry. International Students Administration and Fees. Students Under 18 years of Age.DefinitionsAccredited progr

5、amA program accredited by the Institute or another authority or a program from a Training Package and registered within the Institutes scope. The outcomes of which are assessed and successful completion leads to a qualification under the Australian Qualifications Framework.Admission A student is adm

T

8、hey are:General Admission student applies for an accredited program using application form (online through CIT Student Self Service or paper). They are admitted into the program by CIT Student Services.Direct Access standard student applies for an accredited program online through CIT Student Self S

9、ervice, is immediately and automatically admitted, and then can go on to enrol online. Apprenticeship student applies for an accredited program using application form (online through CIT Student Self Service or paper). They are admitted into the program by CIT Student Services.Bachelor- for all Bach

10、elor programs- when appropriate the student applies for an accredited program using application form (online or paper). They are admitted into the program by CIT Student Services. Apply To seek admission into an accredited program.Banner The CIT Student Information Management System.CIT Identificati

11、on NumberThe number applied to a student on the CIT Student Information Management System.CIT Student Card Identification card issued to a student from the CIT Student Card system.CIT Student Self ServicePart of Banner, CIT Student Information Management System, where students can access their own r

12、ecords and apply and/or enrol.CIT Student Services (CIT SS)Where students can get information on CIT services and apply and enrol into accredited programs. This includes Gungahlin and Tuggeranong Learning CentresEducational ServicesThese include teaching, learning and assessment for each subject, an

13、d all learning and student services.Enrolment (Enrol) Registration in a subject on Banner.Enrolment Form A form, either online or paper, to be completed by a person. The form identifies the student and the classes in which the student is enrolling. In cases of online enrolment the person will have a

14、lready been admitted into the program. In cases of paper forms the person is usually admitted into the program on presentation of the enrolment form at CIT Student Services. Once signed, or submitted (online forms) it commits the student to pay the fees associated with those classes, unless he/ she

15、withdraws either online or in writing before the invoice due date or has applied for Fee Help/VET Fee Help before the invoice due date. This information may be presente

17、d online.Enrolment Variation FormA form, either online or paper, to be completed by a currently enrolled student, which identifies the student and the details of the classes from which the student is withdrawing and the classes that he/she is adding (enrolling). Once signed, or submitted (online for

18、ms) it commits the student to pay the fees associated with added classes unless he/she withdraws either online or in writing before the invoice due date.If a student is applying for Fee Help/Vet Fee Help they must withdraw in writing before the Census date. Entry RequirementsThe minimum standard to

19、be met by students to be admitted to an accredited program. Some entry requirements are recommendations for student success, while others are compulsory for program entry. Entry requirements may include a level of previous education (and in some cases specific courses) or mature age. For some progra

20、ms other requirements such as an interview and/or portfolio may be required. Entry requirements are determined during the process of program development, approval and accreditation. Entry requirements are checked by the teaching Centre. Full Fee Place The full cost of a place in an accredited progra

21、m.Government Subsidised PlaceA Government financially subsidised place in an accredited program.Identification DocumentsDocuments required to be shown at the enrolment session or enrolment. In cases of online enrolment these may be provided after enrolment.International Services UnitIs responsible f

22、or the recruitment and ongoing support of international students studying or intending to study at CIT.Mature Age A person who turns 20 years of age during his or her first year of enrolment. (For ACT Year 12 students the BSSS definition applies).Restrictive Hold A marker applied to a students recor

23、d on Banner. Restrictive holds restrict students from one or more of the following services: accessing Learning Centre resources, enrolling in further subjects, attending classes and accessing results, graduating from an accredited program.RP Hold An Enrolment Pathway Hold (RP) is manually placed on

24、 a Student Banner Account by Banner Assist upon request from Student Support Staff/Centre Directors/Senior Managers/Executive Directors and/or Chief Executive. It is used when a student must talk to a Student Support Staff/Centre Directors/Senior Managers/Executive Directors and Chief Executive befo

25、re proceeding with further study at CIT. This type of Hold prevents enrolment.Student of CIT A person becomes a student of CIT when he/she has been admitted to an accredited program of the Institute and is eligible to enrol in classes provided Printed copies of this policy are not controlled.Always

Ex Student of CIT A person becomes an ex-st

27、udent of CIT if he/she has: not enrolled into classes for 12 months and/or a restrictive hold on their record for six consecutive months or more.Ex students forfeit their rights at CITThe following definitions define subsets of Student of CIT, and are statuses that occur in parallel with the above d

28、efinitions.Currently enrolled studenta person who has been admitted to an accredited program of study, has not completed that program and has enrolled into classes. These people are entitled to all of the rights as listed in the online Student Information Guide.Financial student A currently enrolled

29、 student who has paid all of the fees and charges for which they are liable.Full-time student A currently enrolled student who has enrolled for classes with a nominal study load of at least 15 hours per week or totalling more than 270 hours per semester, or who has enrolled for classes totalling les

30、s than 15 hours (270 hours per semester) nominal study load per week but deemed to be full-time by the Centre Director responsible for the students primary accredited program. International StudentA person who is either on a visa (including visa subclass 820) which does not classify that person as a

31、 Permanent Resident of Australia and who is not a Temporary Domestic Student. Local student A person who is an Australian or New Zealand citizen, a permanent Australian resident or holder of an Australian permanent resident humanitarian visa (see Procedure 1 for Approved list of Identification docum

32、ents). Non- Financial StudentA currently enrolled student who has not paid all of the fees and charges for which they are liable.Not currently enrolled studentsA person who has been admitted to an accredited program of study, has previously enrolled in classes, but not completed that program and is

33、currently not enrolled into classes. If these people hold a current CIT Student Card they are entitled to access some Institute services such as CIT Learning Centre and CIT Counselling. If they do not hold a current CIT Student Card they are not entitled to any Institute service.Part-time Student A

34、currently enrolled student who is not deemed to be full-time.Sponsored StudentSponsored students have their fees paid by a third party. After a student has submitted a completed sponsorship form, the student is treated as fully paid regardless of whether payment has actually been received.Printed co

36、entA currently enrolled student who has a restrictive hold against their student record for a period of less than six months. Temporary Domestic StudentA person who is on a temporary visa who is awaiting permanent residency (including visa subclasses 300 and 309).Principles1. A person may apply for

37、an accredited program online or submit a hard copy of the Application Form to CIT Student Services.2. General Admission applications are not available for International Students.3. Direct Access applications and enrolments are not available for: International Students Apprentices and trainees School

38、 based students Under 17 year olds.4. A person will be enrolled into subjects within an accredited program in the order in which their enrolment is processed in the CIT Student Information Management System. Depending on the program this may be done by CIT Student Services or by the student through

39、CIT Student Self Service. 5. All students, except Apprentices, Trainees and International students, may enrol into subjects using CIT Student Self Service after they have been admitted into the accredited program. 6. If the student has completed a General Admission, Bachelor or Apprenticeship applic

40、ation type they will be advised of the next steps in writing, including date, time and place to attend an enrolment session. 7. At enrolment (either online or face to face) a person will: be provided with information about the accredited program, including dates, times and place of classes; demonstr

41、ate eligibility for enrolment provide evidence of meeting entry requirements if required provide required identification documents; and enrol in classes. The students enrolment is formalised by completing and submitting an enrolment form to CIT Student Services or online through CIT Student Self Servi

43、ce.9. A person may enrol by having a proxy attend in their place. The proxy must have a letter of authority signed by the individual seeking admission, and be able to present documents which show that the individual meets the entry requirements and can provide proof of ID. Certified copies of identi

44、fication documents will be required or an identification hold will be applied to the students record.10. If a person does not meet the entry requirements they may be admitted into an accredited program with approval of the Centre Director. 11. CIT will offer a streamlined process for an apprentice w

45、hose details are supplied by the Training and Tertiary Education Branch (TaTE) of the ACT Education Training Directorate. 12. CIT will offer a streamlined process for a student who is sponsored by their school or college provided the applicant meets the accredited program entry requirements. The sch

46、ool or college will verify the applicants identity and residency status when the Enrolment Form is completed at the school or college. 13. CIT will offer a streamlined process for a person who is sponsored by their employer, provided the applicant meets the accredited program entry requirements. 14.

47、 Restrictive holds may be placed on a students record impacting their ability to enrol, continue or graduate for a range of reasons including: Overdue fees Overdue library books Proof of identity not provided The need to contact the Centre Director and/or Student Support Staff before continuing stud

48、y.15. A student is able to change their enrolment: by submitting a completed Enrolment Variation Form with relevant identification documents to CIT Student Services, or online through CIT Student Self Service (with the exception of international students) if it is before the invoice due date or befo

49、re they have paid. If it is after the invoice due date or after they have paid a student can only withdraw from a subject as outlined in a), or by emailing the withdrawal from subjects to CIT Student Services.16. Students are not able to change their enrolment (i.e. add or withdraw from classes) online through CIT Student Self Service two weeks af
