11、审意见见表 2施工组织设计评审表中并反馈级编制方。5.1.3 编制方根据有关审查/评审意见对施工组织设计/施工方案进行修改和补充，并重新提交修改后的施工组织/施工方案。5.1.4 项目监理部对修改后的施工组织/施工方案及时进行认真复核，确认无误后，总监对施工组织设计报审表进行批复，并报建设单位批准。5.2 施工组织设计/施工方案的审查要求5.2.1 施工总平面布置的审查要求5.2.1.1 总体布局合理，场地分配与各标段施工任务相适应，方便施工管理； 5.2.1.2 道路布局合理，使施工的各个阶段都能做到交通便捷、运输畅通；5.2.1.3 施工区域的划分应既符合施工流程， 又使各专业 / 工种之
12、间互不干扰、 便于管理； 5.2.1.4 远近结合、 前后照应（本期工程中的前后工序 ） ， 努力减少或避免大量临时建筑拆迁和场地搬迁（易于拆迁的活动房屋及简易建筑除外） ； 5.2.1.5 合理利用地形，减少场地平整的土石方量； 5.2.1.6 满足有关规程的安全、防洪排水、防火、防雷及环境保护的要求；5.2.1.7 合理地安排工程在部分机组投产后继续施工期间生产与基建的场区、道路交通运输，使之方便生产，有利施工； 5.2.1.8 充分利用可以利用的社会资源。 5.2.2 管理体系方面的审查要求 5.2.2.1 质量、 职业健康安全和环境管理体系应与施工项目的规模和性质相适应 、 应覆盖所有
13、的施工范围，可整合在一起，形成一体化的综合性管理体系。 5.2.2.2 施工组织设计应根据施工项目的实际情况制定质量、职业健康安全和环境管理的方针和目标。方针还应对持续改进和相应法律法规做出承诺，目 标应是可测量的，并尽可能分解到各个层次。 5.2.2.3 施工组织设计应确定管理体系所需的过程和应用范围， 表述这些管理过程的顺序和相互作用。 5.2.2.4 施工组织设计及相关文件对管理体系的策划应形成下列清单：（ 1 ） 本工程主要采用的技术标准、规范和特殊质量要求的文件清单；（ 2 ） 重大危险因素清单、风险控制计划等文件；（ 3 ） 重大环境因素清单、与环境控制目标有关的管理方案等文件；
14、（ 4 ） 本施工项目适用法律、法规和其它要求清单。 5.2.2.5 施工组织设计及相关文件对管理体系的实施应有下列要求：（ 1 ） 描述组织机构、 管理网络设置以及相关人员的职责和权限， 并规定内外部沟通的渠道和方法；（ 2 ） 对施工的技术文件、 施工图纸、 管理程序等文件的编、 审、 批、 分发和失效文件撤出做出规定；（ 3 ） 对本施工项目的特殊过程进行识别， 形成特殊过程清单， 并对特殊过程的控制做出安排；（ 4 ） 对施工作业过程、 使用的机具设备和材料、 建筑和设施、 施工设备的设计、选用和安排中存在的职业健康安全的风险和环境因素（包括分包项目和劳务采购） ， 明确应制定或采用的
15、管理程序清单和实施职责；（ 5 ） 策划本施工项目的产品和过程及其监视和测量状态的标识范围、 方法和要求；（ 6 ） 提供拟制定或采用的控制潜在事件和紧急情况的应急准备计划和程序清单。 5.2.2.6 施工组织设计及相关文件对管理体系的检查和纠正措施应有下列要求：（ 1 ） 描述拟建立的监视和测量系统；（ 2 ） 制定事故、事件、不符合项的调查处理和报告程序；（ 3 ） 明确拟制定或采用的不合格品控制程序、 纠正措施程序、 预防措施程序；（ 4 ） 施工组织设计及相关文件对记录范围、 数量和要求进行策划， 规定记录的保存、保护、检索、保存期限和处置所需的控制程序和控制要求；（ 5 ） 策划做好
16、竣工资料的收集、整理、编目和移交工作。 5.2.2.7 对管理体系的评审做出安排。 5.2.3 施工综合进度方面的审查要点 5.2.3.1 符合施工合同 ( 协议 ) 约定的建设期限和各项目标、技术经济指标。 5.2.3.2 遵循基本建设程序，切实做好施工准备，合理安排施工顺序， 及时形成完整的机组投产能力。 5.2.3.3 处理好施工准备与开工、地下与地上、 土建与安装、主体与外围、机组投产与续建施工方面的关系和协调。综合进度按先土建、后安装、再调试的顺序安排。土建工程应按先地下后地上，主要地下工程一次施工的原则安排。 5.2.3.4 综合进度应使辅助工程与主体工程配套。 5.2.3.5 综
17、合进度安排应对施工过程的平面顺序、空间顺序和专业顺序作细致考虑，使工程有条不紊地进行，并考虑季节对某些施工项目的影响。 5.2.3.6 加强综合平衡， 调整好各阶段的施工密度， 努力降低劳动力高峰系数做到连续均衡施工； 5.2.3.7 在经济合理的基础上， 提高工厂化施工程序，压缩现场施工场地及施工人数。 5.2.4 安全文明施工的审查要求 5.2.4.1 坚持安全第一、预防为主和防治结合的方针，制定安全文明施工的总目标，按总目标要求统一规划，实行目标管理。 5.2.4.2 建立安全文明施工管理的组织机构，明确安全文明施工管理部门，形成管理网络。 5.2.4.3 根据项目特点和风险预防要求，制
18、定安全技术措施计划 : 应包括工程概况，控制目标，控制程序， 组织结构， 职责权限， 规章制度， 资源配置， 安全措施，检查评价和奖惩制度以及对分包的安全管理等。 5.2.4.4 对结构复杂、实施难度大、专业性强的项目应制定总体、单位工程或分部、分项工程的安全措施； 高空作业制定单项安全技术措施和预防措施；危险性较大的工程作业应编制专项施工方案，并进行安全验证。 5.2.4.5 建立安全生产教育制度，实施三级教育；建立安全生产责任制，进行安全生产技术交底，定期组织安全检查。 5.2.4.6 施工组织设计中，应有明确的文明施工要求，在施工总平面布置，施工临时建筑规划， 施工方案制定， 综合管理体
