2、lConferencetakesplaceinDoha，Qatar.Intermsofourpreparatoryprocess，thisiswheretherubberhitstheroad.Ministersareresolute.TheydonotwantarepeatofthefailureofSeattle.NorcanwepretendthisisaroutinemeetingwhereMinisterswillsimplydiscussgeneraleconomictrends.ThecontextinwhichMinisterswillmeetensuresadecisionw
3、illbetaken，whetherpositive or negative，thatwillhavelongtermimplicationsfortheWTO.Failuretogetconsensusonaforwardworkprogrammewillleadmanytoquestionthevalueoftheinstitution.Itcouldcondemnustoaperiodofhibernation.Ihavemadenosecretofmyconvictionthatanewtraderoundisnecessary.Theargumentsarecompellingand
4、havebeenmadecogentlybymanyworldleaders.Thereisthedevelopmentargument.billionpeopleliveonlessthan$1aday；anotherbillionpeopleliveonlessthan$2aday.ThefirstresponsibilitylieswithGovernmentsdevelopmentrequirespeace，goodgovernance，soundeconomicpolicies，andinvestmentinhealthcareandeducation.Buttheinternati
5、onalcommunitycanandmusthelp.Poorcountriesneedtogrowtheirwayoutofpoverty.Tradeisakeyengineforgrowthbutcurrentlydevelopingcountryproductsfacemanyobstaclesenteringrichcountrymarkets.Byopeningthesemarkets，wecanhelpliftmillionsofpeopleoutofpoverty.Andthemosteffectivewaytoachievethesemarketopeningsisbylau
6、nchinganewround.Putanotherway，growththroughtradecanhelpusreachtheUNMillenniumDeclarationtargetsofhalvingpoverty，reversingthespreadofHIV/AIDS，halvingthenumberofpeoplewithoutaccesstosafedrinkingwater，andensuringchildrenhaveaccesstoprimaryeducation，byXX.Inhiscallforanewround，whichmustbeadevelopmentroun
7、d，attheUNConferenceforLeastDevelopedCountriesinBrusselsearlierthisyear，theUNSecretary-GeneralmadeacompellingcaseonbehalfoftheUNfamily.Mr.Annanremindedusthatpoorcountriesarecaughtinaviciouscircle：theyneedforeigninvestmentbutcanofferlittletoattractsuchinvestment.Mr.Annanremindedustoothatinordertobreak
8、outofthecircle，poorcountriesneedtoexportandneedopenmarketsinwhichtheirgoodscancompete.Butthoseexportsfaceformidablebarriers，bothtariffsandnon-tariffbarriershencetheneedforanewround.Anewroundwilladvancethegiftofopportunitywhichisallthatmarketaccessis.Weshouldrecalltoothefigures.Byonestudy，developingc
9、ountrieswouldgain$155billionayearfromfurthertradeliberalisation.Thatismorethanthreetimesthe$43billiontheygetannuallyinoverseasaid.Thereistheeconomicargument.Ifwecutbyathirdbarrierstotradeinagriculture，manufacturingandservices，thatwillboosttheworldeconomyby$613billion，accordingtoonestudyfromMichiganU
10、niversity.ThatisequivalenttoaddinganeconomythesizeofCanadatotheworldeconomy.Ifwecuttradebarrierscompletely，thatwillboosttheworldeconomybynearly$trillion：theequivalentofaddingtwomoreChinastotheworldeconomy.Togiveanotherperspectivetotheeconomicargument；OECDagriculturalsubsidiesindollartermsaretwothird
11、sofAfricastotalGDP.Thinkofthegainstotheglobaleconomyifthesesubsidieswereremoved.Mr.Annanwants$10billiontofightHIV/AIDS；thatisjust12daysofsubsidiesindollarterms.Norcanweignorethefactthattheworldeconomyislookingdecidedlyvulnerableatpresent.Thereisnobetterwaytoaddresstheproblemsofeconomicslowdownthanby
12、strengtheningthemultilateraltradingsystemthroughnewnegotiations.Thereisanotherargument，anhistoricalone，forlaunchingaround.Liberalizationworks.Themultilateraltradingsystemworks.Thelast50yearshasseenunparalleledprosperityandgrowthandmorehasbeendonetoaddresspovertyintheselast50yearsthanintheprevious500
13、.Since1960，childdeathrateshavehalvedindevelopingcountries；malnutritionrateshavedeclinedbyathird；accesstosafewaterhasimproveddramatically.WhilethecurrentUNMillenniumDeclarationtargetsshowthereisstillalongwaytogo，andweneedtokeepinmindthatthemultilateraltradingsystemisjustonecontributortotheprogressthathasbeensecured，weshouldnotlosesightofthefactthatthesystemhasproveditsworthrepeatedly.
