46、其国内环保要求较高和国内废物处理成本的提高，不断把大量的电子垃圾转移到发展中国家。我国政府从 2002 年就严格禁止进口计算机、空调等 21 种废旧家电，禁入明细中还包括部件、散件和破碎件。尽管国家不允许进口计算机显示器、线路板等电子垃圾，但并不限制进口可以用做原料的废钢、废纸等环保风险低、实现价值高的废弃物品，在这些废弃物品中，也允许有一些夹带物，但总量不能超过万分之一。虽然国家规定非常严格，但电子垃圾贩子也想出了应对的招数：在电子垃圾中掺进铜线、金属废料等物，然后作为“杂品”出口到我国。（2）电子垃圾的危害 电子产品含有有害物质，污染环境，危害人体健康电子产品由于使用功能及生产技术水平、生
47、产工艺限制，制造过程中加入铅、汞、镉、铬、多溴联苯和多溴二苯醚等有害物质。如废旧家用电器中就含有：铅、镉、汞、六价铬、聚氯乙烯塑料、溴化阻燃剂等 6 种有害物质；而每台电脑则含有 300 多种有害的化学物质。如果随意丢弃，将对我们生存的环境和人体健康构成严重的危害(见表 2)。表 2：一些主要电子产品含有的有毒物质及其危害 信息泄漏根据美国电子产品市场信息公司的统计，2002 年世界上有 1.5 亿个硬盘被淘汰或转手，这些硬盘中，有的还存在着大量的未经删除的个人信息，这些信息包括电子邮件地址、银行帐户、个人或者公司的文件等；有些硬盘上的信息即使被删除，但也能够轻易地用反删除命令进行恢复，即使对
48、硬盘进行格式化，也不能确保硬盘的数据完全清除。因此，随着硬盘的容量和性能的不断提升，一旦被一些别有用心的人利用，造成信息被泄漏，造成的损失将难以估计。存在易燃易爆等安全隐患一些电子垃圾经过维修，改装、更换零部件等处理后，流向旧货市场或广大农村的贫困山区，这种电子产品在使用过程中，由于产品质量无法保证，时常会造成电源漏电、短路，产生燃烧，甚至爆炸，对人民生命财产构成威胁。（3）我国现在对电子垃圾的处理与回收利用情况及其中存在的问题我国电子垃圾集散处理地主要有：广东贵屿镇、广东清远龙塘镇、广东南海大沥镇、浙江台州地区、河北黄骅市、湖南省及江西省等地。在这些地方，电子垃圾的回收处理工厂主要是一些小规
