1、 AbstractIn recent years,while the Power Grid Corp vigorously carried out the transformation and construction of distribution network,it further promotes the management of the source and the overall quality management,and improves the guarantee capability of the power grids quality and the reliabili

2、ty of the operation.However,there is still a phenomenon that the qualified rate of the equipment is high and the fault of the running equipment is relatively large,and the safe and stable operation of the power grid is affected in a certain extent.This paper optimizes and innovating the management m

3、ode of distribution network equipment quality inspection and management under the new situation,studies the allocation and construction model of differential test capability,puts forward the hierarchical quality inspection system structure mode,in order to improve the quality supervision ability of

4、the distribution network equipment before entering the net,and ensure the essential safety of the power grid equipment and the stability of the power grid.Index TermsDistribution network equipment,Quality inspection,Quality management I.PREFACE n recent years,the Party Central Committee and the Stat

5、e Council have attached great importance to quality work,put forward to focus on improving the quality and efficiency of development,put the strategy of quality and power in a more prominent position,strengthen the overall quality supervision,improve the quality level in an all-round way,accelerate

6、the cultivation of new advantages of international competition,and lay a solid quality foundation for the goal of the two one hundred years.The State Council and relevant departments have successively formulated the strategic development plan,such as the outline of quality development(2011-2020 year

7、s),National Metrology development plan(2013-2020 years),national medium and long term development plan of science and technology and so on.The national quality and technology base(NQI)is incorporated into the national 13th Five-Year plan.Among them,the national medium and long term plan for science

8、and technology development indicate that the system of testing laboratory,certification and accreditation and technical trade measures should be improved,and the State Quality Inspection Administration proposed that by 2020,the efficiency of the national quality infrastructure will be fully released

9、.The national quality infrastructure system such as metrology,standards,inspection,certification and accreditation will be integrated and efficient.For the Power Grid Corp,the distribution network equipment management is an important support for the construction and production of the power grid.The

10、safe and stable operation of the power grid depends on the quality of the power equipments.Strengthening the quality control of the equipments used in the entire power grid is the foundation and guarantee for improving the equipment management and improving the safe and stable operation of the power

11、 grid.For the high technology content of distribution network equipment,once the quality problem has a huge impact,it will not only cause the major economic losses of the power grid enterprises themselves,but also cause significant political and social impact,produce a series of accidents,bring a se

12、ries of disasters,and even become a social disaster.Therefore,promoting suppliers to provide qualified and high-quality products is not only an inevitable requirement for safeguarding the interests of enterprises themselves,but also for the social responsibilities of power grid enterprises.The 2017

13、Xian Okai cable incident also raised the publics attention to the quality management of railway,electricity and other social public service enterprises,and reminding the importance of equipment quality to the whole society.With the further improvement of the equipment procurement intensity in power

14、grid,and the overcapacity in domestic power transmission and distribution equipment,the competition between the suppliers and the power supply and distribution equipment is becoming more and more fierce.The situation of the distribution network equipments high profit is gradually broken,and the purc

17、d stability of the entire power grid,and it is also a new topic for the electric power equipment enterprises in the new period.At present,Power Grid Corp vigorously carry out distribution network transformation and construction,and the demand for quality inspection of related power grid construction

18、 equipment is huge.It is not necessary and feasible for all the grass-roots units in the Power Grid Corp to build all distribution network equipment test capabilities,and the construction of the equipment quality testing system needs to be built in the new situation.On the basis of optimization and

19、innovation,the structure and construction mode of hierarchical quality inspection system are studied,and the configuration and construction requirements of the differential test capability of grass-roots units are clearly defined in order to improve the quality supervision ability of the distributio

20、n network equipment before entering the net,and to ensure the essential safety of the distribution network equipment and the stable operation of the power grid.II.CONSTRUCTION MODE OF QUALITY INSPECTION SYSTEM FOR DISTRIBUTION NETWORK EQUIPMENT Most of the domestic Power Grid Corp are the large cent

21、ral enterprises,the management class of the company basically follows the management structure of the central ministries and commissions in history.The subordinate management units of the general company are basically set up according to the administrative division,which are formed by the provincial

22、 companies,the city companies,the county companies and so on.Considering the organizational structure and management mode of the Power Grid Corp,and the needs of the intensive management of equipments,the three level quality testing system of the headquarters level,the provincial company level and t

23、he city level of the city is designed.As shown in Figure 1.According to the factors include the amount of equipment used,testing needs and importance and so on,the commonly used distribution network equipment is classified and divided into 25 types,and the research on the 25 types include power dist

24、ribution transformers,JP cabinet,high voltage switchgear,iron tower,concrete pole,etc.According to the functional positioning of various levels of testing institutions,and the input factors of different types of testing projects,three grades of A,B and C are formulated from high to low in the test p

25、rojects and equipment configuration for different grades of testing institutions,and it is suggested that the company headquarters level,provincial company level,and the city level testing organizations should carry out the construction of testing capability according to the standards at all levels.

44、fferent factors to the construction of testing capability.Classifying from many aspects can directly reflect the parameters of the detection capability allocation strategy,include the types of equipment,the grade of the annual testing,the correlation of testing project,the time of testing equipment,
