1、国际奥委会的组织机构包括:国际奥委会全体委员会议、执行委员会、秘书处和专门委员会。 1. 国际奥林匹克委员会全体会议(简称国际奥委会全会)是国际奥林匹克委员会的最高权力机构,奥林匹克运动中一切重大问题的决策权均由全会掌握。它有权通过、修改和解释奥林匹克宪章 ,批准接纳国际奥委会的新委员;选举国际奥委会主席、副主席和国际奥林匹克委员会执行委员会成员;挑选主办奥运会的城市,批准设置和撤消奥运会比赛项目中的运动大项;承认或撤消国家奥委会和国际单项体育联合会在奥林匹克大家庭的资格等。全会的决定是最终决定。全会每年至少举行一次会议。特别全体会议由主席或应至少三分之一委员的书面要求即可召开。召开全会或特别

The Vice-Presidents and members are elected by the Session

6、in a secret ballot for a term of office of four years. The IOC Executive Board consists of the President, four Vice-Presidents and ten other members. All members of the IOC Executive Board are elected by the Session, in a secret ballot, by a majority of the votes cast. The IOC Executive Board assume

7、s the general overall responsibility for the administration of the IOC and the management of its affairs. The IOC Session elects, by secret ballot, the IOC President from among its members for a term of eight years renewable once for four years.The Executive Board, founded in 1921, consists of the I

11、ance and selection of candidatures for the organisation of the Olympic Games; establishes the agenda for the IOC Sessions; upon proposal from the President, it appoints the Director General; enacts, in the form it deems most appropriate, (codes, rulings, norms, guidelines, guides, instructions) all

12、regulations necessary to ensure the proper implementation of the Olympic Charter and the organisation of the Olympic Games; organises periodic meetings with the IFs and with the NOCs at least once every two years; creates and allocates IOC honorary distinctions; performs all other duties assigned to

17、 he has been elected.In the case of a member having completed two successive terms of office pursuant to Rule 19.2.2 (of the Olympic Charter) above, he may be elected again as member of the IOC Executive Board after a minimum period of two years. This does not apply to the election for the office of

18、 President, for which there is no waiting period.In case of vacancy of any position other than the Presidents, the following Session elects a member to such position for a term of four years.All members of the IOC Executive Board begin their terms of office and renewals at the end of the Session whi

Their terms of office cease at the end of the ordinary Session held during the year in which they expire.The structure of the International Olympic Committee: The powers of the International Olympic Committee are exercised by its different organs. These organs are- The International

20、 Olympic Committee Session - Session is the supreme organ of the IOC. This is the general meting of the members of the IOC . The ordinary Session is held once a year. Special Sessions may be called by the president upon the written request of at least one third of the members. The powers of the IOC

21、Session are- to adopt or amend the Olympic Charter; to elect the members of IOC; to elect the President, the Vice-President and other members of the IOC Board; to elect the host city of the Summer Games The International Olympic Committee Executive Board - The IOC Executive Board is constructed with

22、 the President, four Vice-Presidents and ten other members . All members of the IOC Executive Board are elected by the Session . The International Olympic Committee Executive Board assumes the overall responsibility for the administration of the IOC. The President of the International Olympic Commit

23、tee - The IOC Session (composed of the IOC Members) elects, by secret ballot, a President from among its members. The President is elected for a term of eight years . The term is renewable once for four years . The next President election will then take place. The President represents the IOC and pr

The host countries of the Summer Games were allowed two members in the organization, while other countries could

25、have one or none as their representative. Members of the royalty were targets of co-option for a long time. Now in order to get a better representation of the sports world, athletes, International Federations leaders and National Olympic Committees leaders are opted for the members of the concern.To

26、tal number of members in IOC may not exceed 115 with each member elected for a term of eight years . The members, whose memberships are not linked to any specific function or office, cannot exceed the number of 70 . There should not be more than one member from one country in the IOC . Maximum of 15

27、 athletes are selected during the Summer Games for eight years . Number of members, who are presidents or holding an executive position in IFs , cannot exceed 15 in number. Presidents or persons holding an executive or senior leadership position within NOCs - may not be more than 15 in number.Struct

The Director General runs the IOC with the assistance of the Directors who are at the head of small units w

32、as born on 29 December 1953 in Wrzburg, Germany. Married and a lawyer by profession, he has had a successful career in sports both on and off the field of play. He became an Olympic champion when he won a gold medal in fencing (team foil) at the Games of the XXI Olympiad in Montreal in 1976 and in 2

33、006, he was named as the founding President of the German Olympic Sports Confederation (DOSB).Thomas Bach was an athletes representative at the XI Olympic Congress in Baden-Baden (1981) and a founding member of the IOCs Athletes Commission. He became an IOC member in 1991, was elected as a member of

34、 the IOC Executive Board in 1996 and served as an IOC Vice-President for more than 10 years. He has also chaired several IOC Commissions. On 10 September 2013, Thomas Bach was elected as the ninth President of the IOC. Jacques Rogge, President of the IOC from 2001 to 2013Born on 2 May 1942 in Ghent,

35、 Belgium, Jacques Rogge is married and has two children. By profession, he is an orthopaedic surgeon. In the course of his sports career, he competed in the yachting competitions at the Games of the Olympiad in Mexico in 1968, Munich in 1972 and Montreal in 1976. He was also a member of the Belgian

36、national rugby team. Jacques Rogge served as President of the Belgian National Olympic Committee from 1989 to 1992. He became President of the European Olympic Committees in 1989, IOC member in 1991 and Executive Board member in 1998. Jacques Rogge was the eighth IOC President, elected on 16 July 20

37、01 at the 112th IOC Session in Moscow.Juan Antonio Samaranch, President of the IOC from 1980 to 2001Seventh President of the International Olympic Committee, Juan Antonio Samaranch was born on 17 July 1920 in Barcelona (Spain). An industrialist and President of the “Diputacin“ of his home province,

38、his ascension to the zenith of the Olympic Movement began by the unusual path of roller-skating: he led the Spanish team to the world title.Elected as an IOC member in 1966, then Chief of Protocol in 1968, his qualities as an untiring worker were soon put to use within various commissions. In 1970,

39、he became a member of the Executive Board, and Vice-President of the IOC from 1974 to 1978. In 1977, Spain restored diplomatic relations with the USSR and Juan Antonio Samaranch was appointed Ambassador to Moscow (1977-1980). He returned to the Executive Board in 1979, as Chief of Protocol. Elected

40、to the presidency of the IOC in the first ballot on 16 July 1980, he succeeded Lord Killanin whose career terminated with the extinction of the Olympic flame on 3 August 1980.From the time he took up office, he tried to give a new direction to the Olympic Movement which was badly shaken by the polit

41、ical difficulties of the XXII Olympiad, and undertook a long voyage around the world to establish numerous contacts with Heads of State and sports leaders and to defend the Olympic cause. He secured the IOCs status as an international non-governmental organisation and restructured its finances (tele

42、vision rights, sponsorship programmes). He kept the Olympic flame alive during the crisis years of boycotts (Moscow 1980 and Los Angeles 1984). It was through his efforts that the Olympic Museum was built in Lausanne (1993).When the IOC found itself in crisis, because of abuses of trust by some of i

43、ts members, he undertook major reforms to the structure of the institution. Mr Samaranchs mandate ended on 16 July 2001, in Moscow, where he was elected Honorary President.
